- FMCSA Issues “Reasonable Flexibility” Guidance for Carriers & Drivers – The FMCSA announced they are making some exceptions and acknowledged that the virus response is causing extenuating circumstances for employer and driver compliance with current drug and alcohol testing requirements. - Domestic Intermodal vs Long Haul Trucking Freight – Domestic intermodal container freight volume dropped sharply over the past two weeks while long haul truck volumes rose sharply, with both eventually leveling out. Freight analysts are continuing to watch freight volumes during this unpredictable time.
- PHMSA Temporarily Halts Enforcement on Hazard Materials Training - The Pipeline and Hazardous Materials Safety Administration (PHMSA) continues to monitor the effects the COVID-19 outbreak is having on regulated hazardous materials entities. As a result, PHMSA decided to temporarily halt enforcement actions against shippers and carriers that are unable to comply with training requirements included in the Hazardous Materials Regulations (HMR).
